The Main CJCC Council engages in a Strategic Planning Process to define its strategy, or direction, and make decisions on allocating its resources to pursue this strategy. Justice Planning is concerned with improving decision making in three broad areas: 
(1) Policy Planning: the identification of long-term goals and objectives;
(2) Program Planning: the selection of specific courses of action or strategies which will be used to achieve the goals/objectives and
(3) Operational Planning: the allocation of resources to accomplish defined purposes.

Due to the issues surrounding the downgrading and eventual closure of the existing jail, strategic planning has been put on hold for the last few years, but will resume once a decision on the future of the jail has been reached.
