The Main CJCC Council engages in a Strategic Planning Process to define its strategy, or direction, and make decisions on allocating its resources to pursue this strategy. Justice Planning is concerned with improving decision making in three broad areas: 
(1) Policy Planning: the identification of long-term goals and objectives;
(2) Program Planning: the selection of specific courses of action or strategies which will be used to achieve the goals/objectives and
(3) Operational Planning: the allocation of resources to accomplish defined purposes.

Between 2016 and 2021, strategic planning was incorporated into the ongoing work on the committees, who annually reviewed strategic objectives and made recommendations to the CJCC. Following the Sequential Intercept Mapping in 2021, strategic planning was geared towards addressing the gaps identified in the mapping process
